Assistant State Treasurer. Responsible to the State Treasurer for daily management of the Office of the State Treasurer. Includes banking, investment, debt issuance, and accounting services for state government and a major role in providing financial services to local governments. Managing a cash flow of $287 billion; the processing of over 3.4 million state warrants; and the investment of over $12 billion of operating and capital cash reserves for the state and its local governments. Managing over $11.2 billion in state bonds and certificates of participation.
Supervision of programs providing key services including the Statewide Custody Contract, the Statewide Fiscal Agency Contract, the School Bond Guarantee Program, and the Public Deposit Protection Commission. Represent the State Treasurer as a voting member of the State Investment Board, with oversight responsibility for the State Treasurer designees on the Washington Economic Development Finance Authority, and the Washington State Housing Finance Commission, and the Guaranteed Education Tuition Program. Responsible for an office budget of $14.2 million; its 66 staff members; numerous complex contracts and agreements; and the Treasury Management System. Statutory authority to perform any act or duty which may be performed by the State Treasurer, and in case of a vacancy in the office of State Treasurer, to perform the duties of the office until the vacancy is filled as provided by law.

Deputy State Treasurer. Administered, directed and supervised the programs and personnel of the debt management section, including bond financing and refinancing for the state’s capital program and Certificate of Participation lease/purchase issuances for equipment and real estate. Supervised the state School Bond Guarantee Program. Served as Secretary to the State Finance Committee, which consists of the Treasurer as chair and the Governor and Lieutenant Governor as members. On behalf of the Committee, directed staff and contract advisors responsible for recommending and presenting financing packages to the Committee for the state’s capital construction cash needs, and for the lease/purchase program. Designee Secretary to the Washington State Housing Finance Authority.

Manager State and Local Lease Purchase Program. Responsible for issuance of Certifications of Participation for state and local governments. Charged with the development and implementation of the Local Option Capital Asset Lending Program.

Chelan County Treasurer’s Office

Wenatchee, Washington
1989 – 1998

County Treasurer. Elected official responsible for county investments; managed receipting and disbursing transactions of $151 million a year. Served as ex officio treasurer for Chelan County’s 57 junior taxing districts. Responsible for ad valorum tax collection, real estate excise tax collection, and distributions to state Department of Revenue. Also responsible for bond issuance and debt management.

Chief Deputy Treasurer. Reported to the County Treasurer, responsible for daily treasury operations. Responsible for tax collection, investments, warrant redemption, as well as other management duties including personnel.
