About Allan Martin

Allan Martin was born in Wenatchee and raised among the orchards of the Wenatchee Valley. He attended public schools and was active in sports and outdoor activities.

Martin was the youngest of three children. His father was a grocer before acquiring the family orchard; his mother worked at local sheds packing the fall fruit crop, and later worked at the telephone company. The Martins lived in Leavenworth during the town’s early transformation to a destination Bavarian village. They later lived in Cashmere and Wenatchee where Martin graduated from high school and attended Wenatchee Valley College.

Inheriting a strong work ethic from his parents, Martin worked in the family orchards, and after school as a box boy and delivery boy. Martin turned 18 the same year that 18-year olds were given the right to vote. Building on his interest and activity in student government and newly empowered with the right to vote Martin immediately became involved in county issues and elections.

While working his way through Wenatchee Valley College, in order to save paying rent he lived above a local funeral home. He was awarded the Olive Halverson Memorial Scholarship from the Washington State Funeral Directors Association and graduated from the San Francisco College of Mortuary Science. He later graduated from Washington State University magna cum laude.

Martin’s interests turned to finance and he joined a community bank. But Martin remained involved with county governmental issues. In 1989 Chelan County Treasurer Robert May tapped Martin’s long time interest in government and his banking expertise. May appointed Martin Chief Deputy Treasurer. In this position he was responsible for the day-to-day operations of the County Treasurer’s office, including investments, tax collections, and warrant redemptions.

Martin became Chelan County Treasurer in 1993. He was instrumental in providing electronic payments and streamlined county payment processing.

In 1998 he joined the Office of the State Treasurer. There he was charged with starting the LOCAL finance program that provides low-cost borrowing for local governments; the School Bond Guarantee Program that lowers the borrowing costs for school districts; and leading the successful development and implementation of the Treasury Management System for the state’s debt issuance and administration. Martin was subsequently appointed Assistant State Treasurer becoming responsible for all the day-to-day operations. He was nominated a Treasury All Star by his coworkers two years in a row.

Martin has been involved with the United Way, Kiwanis clubs in Longview, Wenatchee, and Olympia. Martin and his wife Sue have three children; the youngest, a daughter, serves in the United States Marine Corps.
