Allan Martin offers the citizens of Washington state the experience, commitment and leadership that are required to effectively manage the state’s financial resources. Allan has both private sector business experience and public sector treasury management experience. His proven track record in both sectors ensures that the key business functions of the Office of the State Treasurer will be handled in the most efficient and cost-effective manner.
Allan understands that the state’s financial resources are essential to all citizens on both sides of the Cascades. He is committed to running the Office of the State Treasurer in a nonpartisan manner. That’s why Allan Martin has extraordinary statewide bipartisan support including endorsements by 28 county treasurers and by current State Treasurer, Michael J. Murphy. These treasurers know Allan Martin is uniquely qualified to hold the office of State Treasurer and to take on its responsibilities for managing the debt financing of state projects, the investment of state and local monies and the critical state banking activities.
Private and Public Sector Experience Combined
Prior to dedicating himself to public service, Allan worked in small business learning key lessons, both in business operations, and the important roles small businesses play in communities. He went on to work in mortgage banking where he developed a strong interest in finance. Since 1989 he has served in the public sector, bringing his business knowledge and financial experience to treasury operations.
Hands-on Experience – The Nuts and Bolts of Public Treasury Management
As Chelan County Treasurer, Allan Martin was responsible for county bonds and investments. He also managed receipting and disbursing transactions, including ad valorum tax collection, real estate excise tax collection and distributions to the state Department of Revenue.
As Assistant State Treasurer, Allan Martin’s responsibilities include oversight of banking, state and local investments, bond issuance, accounting services for state government and financial services to local governments. Earlier, as Deputy State Treasurer – Debt Management, he successfully implemented both the LOCAL debt financing program and the School Bond Guarantee Program that have provided millions of dollars in cost-savings to local governments.
